Capacity Building
The Commission uses analytical tools to make sure that the programs it supports create demonstrable results. Toward this end, the groundbreaking "Outcomes Collection, Evaluation and Reporting Service" (OCERS) system was developed for the Commission by the Corporation for Standards and Outcomes. OCERS is an Internet-based contract management and client data system used by all Commission grantees. With OCERS, the Commission can monitor results, measure outcomes, and meet program goals resulting in efficiently deployed resources to serve young children and their families.
In addition, the Commission funds AmeriCorps/VISTA members to serve a 12-month term in support of key community service organizations for children and families.
